Just read that some local lines in the Land of Nieder-Oesterreich are taken over by the regional company NOVOG., like the scenic narrow-gauge line to Mariazell. Does this affect Interrail-availability? Or is it just another name for what is still OeBB?
Does any of the other Austrian local/''private'' lines offer any benefits to IR-holders?

NÖVOG (NiederÖsterreichische VerkehrsOrganisationsGesellschaft) has taken over several secondary lines in Lower Austria from ÖBB. The company is under control of the Government of Lower Austria and not linked to ÖBB anymore.

InterRail is accepted on Mariazellerbahn only, which is the only private railway in Austria accepting it, at least to my knowledge.
