When you use the de bahn website for international trains, is the arrival time the local time or do you need to add on a time difference?

Except for Russia-all trains run to Mockba time. But of course IR is not valid there.
The very 1st thing I ever learnt for computers: you can only get out what someone has put in before you. So you get out what the planners have thought wise to put in.
