Hello,

I would like to travel from Vienna to Salzburg.. Is the rail jet train included in the InterRail pass?

I read somewhere it is but I'm sceptical given it's a hi-speed train!

no, nit is not really hi-speed, as it used the normal railine.
There is now also WESTbahn-a private setup doing competition-does not take IR, but often has very cheap offers.
Hi-speed means the special lately built new raillines, like the TGV in FR, SOME IC routes in DE (but these are free on IR and the frecciaa--thing in Italy 9now also with private competition from italo)
