well, if you are fine with a lot of travelling, 13 cities are quite ok for a one month long trip. I would say that you should first check whether all of you a ready for a month long trip together. Travelling in such a large group can get annoying after a certain time...especially if you do not have arrangements on what to do if some want to do this and some want to do that.
I would recommend that each one of your group should make a list of three of four places where they want to go. Those cities most people want to visit will be fixed, the rest can be visited if time allows. What you could also do is to split your group: If a part wants to stay longer in one place, but others want to continue to another city, it is no problem to split your group and reunite some days later.
