What's your nationality? If you don't need a visa for Romania, you shouldn't need one for your Bulgaria either. The best is always to ask at the embassy of your country in the country you want to visit.

Merhaba. both BG and RO are EU-members, so the general rules apply for the Turkiyem. However IF you hold a valid Schengen visum (=these 2 countries are not yet in that scheme) then they allow free passage -but only for the shortest time-to get to Schengen area (Hungary is closest by for you). IF you also want to come back by train-you may even need 2 transitvisums. I think that no more visa are issued on the way at border (not 100% sure)-so you have to arrange before. ANY Turkish tr-agent of busline going to Evropa will be able to tell you.
In general it makes no sense at all to ask about visums/passport etc without stating your own nationality. Fifd you know we EU also have to pay for visum to enter your Turkiye country?
Also a IR-1 country for either ROM or BG does not pay off-simply pay as you go. Or ask TCDD about the Balkan flexi pass-much better value, surely if you are still <26.
