There's no train connection between Tallinn and St. Petersburg but it has a very reliable bus connection (up to 9 times a day both ways) via Lux Express (a Eurolines company for the Baltics).
Prices are variable like airline tickets but can be very cheap if you book ahead and have flexible times. The cheapest return option I came across is 18 euros, but can go up to 96 euros if you want special seats with breakfast/dinner and 'free' drinks.
You can book tickets for this route and all of the Baltics via http://ticket.luxexpress.eu/. I haven't used this route personally, but travelled with the same bus company three times on my backpacking trip so I can recommend them.
