A far better site/forum that probably has decent+recent info is on caravanistan.com.
I just visited this a day or 2 ago-also to read up on possible news etc, but did not see what you mention.
ONline RES means in effect; you mail some local travel-agent who then sends some staff to the station to buy a ticket-they keep that for you to receive it @ their office-or maybe can even bring it to your HTL-all for some extra 10.000s of local money (worth very, very little). This will thus also mean you have to pay them for what hopefully turns out to be a real thing-plus that INTernat. payment to Iran is often very, very hard to make from many wesetrn countries due to the banking systems
