When traveling from Budapest Keleti, Hungary to Hegyeshalom, Hungary, I was told on the train that I had the wrong ticket and that I needed to buy an international ticket. I was charged 52 euros on the spot and the ticket he printed was the same exact one that I already had.

Train fares within Hungary are heavily subsidised, this subsidy does not apply to the Hungarian section of an international journey even if you have seperate tickets each side of the border. If you were travelling to Austria on the same train you didn't have a valid ticket. I'm guessing you don't speak Hungarian and the conductor probably doesn't speak much English. You could post an image of the tickets for us to compare....
