IN general the cheapest way is always by bus-flixbus. Try also/check from nearby and/or Paris for ore choice.
By train: it is NOT possible anymore to do whole way by the burocratic state molochs SNCF and RENFE. Have t use Euskotren local=pay when there a few €, from Border stop Hendaye/a to Donostia=San Sebastian. BUT then in ES it will also be quite hard to find onward-again a bus is likely a better choice. THere will be a few other ones beside Flix.
In whatever case it will not be cheap in high season summer and on short notice. Discounts will also depend on your age.
