and do you also want to surprise her with the additional costs of all the compulsory reservation fees? Interrail don't have an actual gift voucher system (a travel agent in Sweden does...) possibly because they know that this is an idea that could get them a lot of bad publicity when the recipients find out about the extras.....

If your daughter actually wants one, offer to pay for it when she has done the planning and knows what it involves.
