Having trouble finding the correct website for booking a train ticket for 4 people and 4 bicycles from Linz, Austria to Passau, Germany on June 4th.

How can you NOT find the ÖBB website - where were you looking???? https://www.oebb.at/en/ you don't need to book for the normal hourly regional trains, but you do need to be very careful reading the schedules in June because some are affected by track work going on bewteen Linz and Wels.
Did you really mean that you were looking for the website of the Donau Radtramper cyclist train which appears on many cycling websites? That hasn't run since 2019........
