At best you would need to use one train to Bejing and then another to Moscow with tickets booked seperately from different sites. But best available info is that neither international train is running.

MY bet is: this is a VN travel agent who got this request from someone still thinking in communist ways and was-like still so many- pointed by a mr google to this site (hopelessly out of date since many years since the founders about left it)

You may be correct, it looks like pknlog was a domain used by various transport related comapnies in Vietnam - but it's closed so that email address probaly wouldn't work anyway! But even Google Maps directions would have shown no possibility by train!
