the only very few remaining free ferries are short hops, like Italia-Sicilia or Denmark-Sweden (Helsingborg-north old train ferry). They are mostly also run by some railway company.
Another matter are some Italy-Greek ferries (there are many more as just those-some others may in fact even be cheaper with a normal or youth fare as the ones with IR-even after ''discount''), these are a class of their own- Peter will know better as me what they accepty. In any case you still have to PAY port and other taxes (like diesel or so) and any ride will still cost you like 20-30€ to pay.
