I am a Turkish citizen and live in Turkey. Can I use Eurail? You say it is outside Europe, Türkiye is not a European Union country.

No , if you need to use Eurail or Interrail in not depend on if your country is in the EU or not , instead it depends on if your country is in within the Interrail Network and Turkey is , so you have to use Interrail .

Interrail/Eurail is not run by EU, Turkey is a member of the group so Turkish residents are classed as residents for pass rules. Which means you will get limited use in Turkey.

It's the same with credit cards and football - Turkey is a member of the European groups.
