Hello,
I have received an Interrail ticket and I will not be able to use it due to personal matter. Is it possible to transfer the ticket to another person? Someone else would be glad to use it and it would not have to be refunded.
Thank you in advance

No!
see Booking Conditions "12.2 A Rail Pass must be activated before it can be used and is strictly personal, non-transferable, and valid only upon presentation of a passport or legal equivalent. "
https://www.interrail.eu/en/terms-conditions/booking-conditions
it's rule common with most rail and airline tickets. Stops a black market and forgeries.

You can use the money from the refund for buying a pass for someone else. Just make sure to fill out the personal information (such as passport number) of that person you make the order.
