Has anyone taken the train from Milan Central to Nice Riquier? The change at Ventimiglia is only 22 minutes. Is this long enough?

More than enough if the incoming train is on time. The Ventimiglia-Nice trains are pretty frequent anyway.

The main worry is more likely to be strikes-they really seem to like to do that on the state railway-trains in both IT and FR.
As you may have learnt, it is all in Schengen area so no more regular border checks etc- Ventim. was famous for that a century ago.
UNless you have a pass of any kind, in this case its always better to buy separate tickets for IT and then FR-can do online. There are also several options for touristy tickets for this FR area.
