Hello Railwayhero,
after some researches I would say, that the Balkan Flexi Pass is still available. Normally you can buy the ticket in member countries at the ticket office. I found some websites, so maybe you can find some more information there. First, I have a website with prices in year 2022/2023: https://www.bdz.bg/en/a/balkan-flexipass.
Normally, the balkan flexi pass can bought via ACPrail: https://shop.acprail.com/#/pass/balkan_flexipass/.
And I found also a Website for trains in Montenegro, where Balkan Flexi Pass is shown: http://www.zcg-prevoz.me/travel-concessions-international.html
I hope, that it helps a bit.
Kind Regards

Note that In ROmania it is NOT valid anymore of CFR-only a few other private railways, that do not cover much.
I am right now in TR=Turkey [Antalya-a multi million city without any train, but has a local light rail] with also a very, very limited railnetwork that is so cheap-IF you can find tickets- that any pass is worthless, or rather overpaying. Plus that GReece is not connected to other railways too-no trains. So even with that low price this pass will not bring you very much.
