My girlfriend is from New Zealand, but has lived in the UK for the past two years. Her visa is up at the end of August, and we'll be starting our backpacking trip in September. Is she still able to buy an interrail pass, even though her visa isn't valid anymore?

Yes.

The rule is: If you are from overseas, but stayed at least the last six months in a European country (participating in InterRail) you have to buy InterRail. In the case of your girlfriend: She will need a UK InterRail pass. :)
The visa, even though it is expired, will prove her stay in the UK during the last two years.
