That's right.
You do not need to have an InterRail ticket if you travel in your country of residence, except you want to use the discounts.
If you travel for example with the reduced InterRail fare on the night train Lisbon to France, you already need one of your travel days.

A common way is for example as well: first fly to a place in Europe and start from there interrailing.
