Interrail ticket

Hey,
I have a problem. We've delayed to buy a ticket online , so is it possible to buy interrail global pass in Milan Central station ? And if we are from other country , can we still buy it in Italy and choose our home country as a country of residence? And last question: do we need to wait some time for interrail ticket to start working or you can go by trains at the moment you buy it?
