Does it matter where I buy the ticket?

I'm sorry if this topic already exists, I haven't found it in the first two pages though.
I am going to fly to barcelona this tuesday, and will spend two weeks in the city. I don't know yet if I want to go around spain by interrail afterwards, nor do I know if I'll buy the spain or the global ticket. Is it possible (as Austrian) to decide later and buy the ticket in Barcelona spontanously?
