So, I've been living in the US for the past 9 months, but I am a Serbian citizen and I've been living in Serbia forever (basically from 1990 to 2009).

Obviously, I'll be coming back to Serbia this summer.

Which ticket is for me? EURail or InterRail?

I would say InterRail because you have Serbian citizenship. I also have a question, do non european union citizens (but part of an InterRail country) need to apply for a visa to visit the schengen area?

Depends on where you are from. For Serbian citizens, a schengen visa is not required (only your passport is). Schengen has nothing to do with InterRail; that is, if InterRail operates in your country, that doesn't mean that you don't/do need a visa.
