Its certainly possible, but not by train. There are busses that will run at least to the Albanian border, and then on to Tirane. Once there you would need again to get a bus/taxi to the Montenegran border. From there there are frequent busses through Monenegro to Dubrovnik and beyond. You can pick up the train again in split.

Paradoxically, the only country having railway along Adriatic coast is Albania :D Albanian Railways doesn't accept IR, but their trains are ridiculously cheap. They are also very slow, often delayed and you'll get a great experience, what a scrap can work in regular transport service :D
The only uneasy gap is at Albanian/Montenegrin border. You can easy get to Shkodër by train or to Bajzë by bus, but over the border you have to hitchhike or get a taxi. Then there are regular buses from Tuzi (first Montenegrin village) to Podgorica, trains from Podgorica to Bar and many buses going to Croatia and further around the Adriatic coast.
