I own UK and Turkish passports, and want to get interrail/eurail. I am residing in Turkey. What is the best way to do it? Will I need to get a visa? Thanks.

the only thing you need to buy an Interrail pass is money, visas are a matter for rules of each country not the railway operators. You need to check the rules of each country you wish to visit, the Schengen group do not require a visa for UK passport holders but you cannot visit the zone for more than 90 days within a 180 day block, if using a Turkish passport you need to check. Not all EU countries are Schengen members (and some that are not EU have joined Schengen).

You can't buy Eurail because you are a resident of an Interrail country.

Will also depend on exactly what type of UK passpt you hold-I understand they have several types for foreigners.
With Turk you have in general much more value of the pass: its only valid 2 days in home-country, but once out I guess you do not even want to use TCDD after. With a UK passpt in general you have far more freedom to travel in EUR-and no, borderchecks will not check your railpass for that.
