I want to travel from Vienna to Bucharest, this would mean crossing Hungary (most likely having to change the train in Budapest). So my route will therefor be: Vienna-Budapest-Bucharest. Can I travel with one One Country Pass for Romania or do I need two One Country Passes: one for Romania and one for Hungary?

You will need:
- One country pass AUSTRIA
- One country pass HUNGARY
- One country pass ROMANIA
But I think it will be cheaper just to buy a single normal train ticket from Vienna to the Hungarian border, and then to use the two travel passes.
If you only want to travel these single route, think about normal train tickets:
I am not sure if the OEBB (Austrian national rail company) has special fares directly to BUCARESTI, but the connection and fares I know:
- Railjet Wien - Budapest (book early and you will get easily a ticket for EUR 19).
- Night train Budapest - Bucaresti: 6 bed compartment for ~ EUR 60: [u]https://rail.cc/en/vienna-bucharest-night-train/f1907[/u]
