I am confused now.
If I was to stop in a hostel, would I need to fill out one of these forms?
The statement only mentions hotels and private dwellings.

the hostels i have stayed sort everything out. you have to fill in a form when you arrive, with your passport number and they take it down to the station and register you in the morning
