What does global price mean on the train listings on this site? Is it that you have to pay, even with an IR Pass?

Global Price means: there is a special price available - a fixed price. You do not pay on the distance you travel (like on normal train connections), you just pay a fixed price. This is often the case on special trains (high-speed, night-trains, ...).
But it has nothing to do with supplements or free travel for InterRailers.
