VISA always, always depend on what passpt/nationality you hold-useless to ask without stating that.
As you pass at least Bulgaria or Greece-both EU members, these will be strict.
By train can do via nighttrain ISTanbul-Sofia, BUS to Beograd, then -hope it gets not cancelled, overnite train Bgrad-Bar. Or a bus instead of train-mostly faster and more frequent, not cheaper. You have to be aware that -as also name of this forum suggests-you have likely come here due to google still presenting it as highest choice-trains are very much favored-some feel even insulted if one points to buses.
