Can I, as swedish citizen living i Sweden, buy the 22 days-10travelday ticket anywhere in europe or does it
have to be purchased in my homecountry?

you can buy it anywhere but your home country will be sweden, so you wont be able travel for free there

... just to add: I got some more mails the last weeks in which InterRailers said that they could not buy their ticket in an other country than their home-country.
but it is possible. you will get in France a Swedish InterRail ticket like Simon said.
if you can't get it, try an other ticket window or order it online [ux]https://rail.shop/interrail[/ux] and get it send to your hostel/hostel....
