To my understanding - yes. Sofia-Istanbul is running, so I assume Bucharest is fine as well. But you should better contact directly.

Depends what one calls´train´. There will be through cars=can stay on without change, attached to the Sof-Ist train, but not yet now-later, (I kind of think late may or early june-will also stop earlier as the main train to Sof runs). Also dk what type of cars this will be-only sleeper/seat or both.
Other fora have exploded with happy people about this re-instatement so google will probably help. Just dont use the highest listed.
