What are the covid rules for US citizens going from Germany to Holland by train ? We are fully vaccinated and boosted.

There are no special rules, as for now. Can change by the minute though.
However, to enter DE=germany there ARE much more strict rules, incl. you need to also make an online statement and upload the QR-code (which is not really compatible with your US registrations, alas) to prove it. For using all transit there are spot checks that you have this code (called 3G or 2G), so its better to inform yourself about how to get it. Try a general and much US-aimed touristy forum like f.e. tripadvisor. You wont be nr 1 to ask this.
Other as many foreigners expect, its not so much checks at borders, but at HTL/Restrt etc. that you will find hard to avoid when travelling. There are also as such strict rules about wearing masks-and even what type. Its quite another thing as to how strict people follow these rules.
