As about anywhere in this world; WHEN you enter a country that you must have a passport+VISA for, then this will be thoroughly checked when you actually enter that country. BUT quite often-when the country before coöperates, they will not even let you go out without checking you have all the valid documents, so they will not see you back after an hour.
For buying the ticket as such in most cases noone cares-but there will also no money back if you cannot travel all the way as your visa is not good!

Where are you from? If you are a EU citizen you don't need a visa for Romania.
