TO WHOM IT MAY CONCERN,

What type of Turkish residence a foreigner living in Turkey must have to go to Paris with an Interrail ticket?

You must have proof that you have stayed at least 6 monthes in TR to qualify. No idea what type of residence permit is needed for that-I guess this will also depend on your original nationality.
There have been-in the distant past-several comments that TCDD (that is TR railways, in case you did not know yet) simply refuses to sell an IR to such non-TR persons. But the current online sale of the new type online pass enables you to bypass this.
ON the pass your type of ID and nr is registered and its obvious you have to show that if asked for. Also the country of residence is noted-mostly to alert conductors when checking. I somewhat suspect that TCDD may issue problems on that-but only experience will show this. And anyway-at the mo TR does not have any INTernational trains and even the local sparse network seems to be severly restricted (reading occasional news items).
It will go without saying that your undisclosed nationality determines also what type of travel permit you need to enter and travel IN the EU/Schengenzone and other IR-countries. If you are from a IR-member state, always expect to be questioned when you travel extensively in the country your are originally from. Also check/ask at the ´official´ EU/INterRail forum- just open that site and scroll downward
