For those who may check this forum: due to current situation for international travel about anywhere in Europe, there is a refund or rebooking possibility. Check https://rail.shop/interraileu for details, one has to contact the shop/railway/agency where the ticket was bought to arrange this. You can choose between getting the same type of ticket for new and later dates Or you can get a refund, less 10/15% in cash (mostly bank). This is for now untill 30/4 last!!

We bought Interrail passes a few months ago and asked for them to be valid to use on 18/06/2020. We planned to go by rail to Norway but It currently looks like we won't be allowed to travel then due to the virus. Eurrail have offered to make an 85% refund on these promotional passes but surely if they cannot be used on the planned date due to travel restrictions they should actually give 100% refund?

Yes. Sad situation currently. Same thoughts as you have: if it is NOT possible to travel in a certain country, due to restrictions by law, a pass should be refunded to 100% (I think this is even EU law). Eurailgroup offers for now to change your travel dates and to even travel in 2021, see link above - or the 85% for the Promo Interrail Pass you already now, which won't make you happy.
