We plan to travel from Zagreb to Ljubljana by train in July.
1) Can I purchase an e-ticket online? The website seemed to only offer physical posted tickets
2) Can we purchase a ticket on the day of travel, and if so, is this cheaper and is there risk of not getting a seat?

Hello.
There are up to five direct trains per day from Zagreb to Ljubljana. Schedules are here: http://plan.rail.cc
The ticket price is 9 Euro per person.
The journey time about 2:15h.
Buy the ticket directly at the station in Zagreb. It is easy. No worries, the train does not sell out, you will get your seat. :)
