is it possible to, say, buy an interrail ticket in austria with a german passport?
can i buy my interrail ticket in any (european) country?

yes you can. but be sure to speak the language and pay attention that you get then an InterRail ticket of your country: a German InterRail Pass which is bought in Austria is possible. :)
but it is also possible (to do the lazy and comfortable way) via [ux]https://rail.shop/interrail[/ux] and get it send to a place in Austria (friends, hostel, ...) ;)
