Hi, I\'ve been living in Lille and have obtained my titre de séjour. Is that sufficient for an official government-issued residency paper?

Hi,

yes a titre de sejour will be sufficient as it is issued by local authorities (mairie, departement,...) I think.
What wouldnt be suffcient are things like phone bills, hire contracts for your flat, uni inscription etc...
