HI, Do most of the train stations have lockers at them, so we can store our luggage while we tour the city and then come back and get on the train at night for a different destination?

Hi.
Most have - but be more detailed: which country/cities you want to travel ?
Peter :)

No there are no discounts on buses. However, there should be a few regional trains from Pamplona to Vitoria from where you could use other trains to get to San Sebastian.
Anyway, where did you check for reservations? There are still tickets available for the Pamplona to San Sebastian trains and as far as I know there is no limit for Interrail reservations (I asked at RENFE).
EDIT: And I just checked on https://rail.shop/acprail/reservation and there are still reservations available for tomorrow - however they are only available as paper tickets sent by post so wont help you; but you should try again at the station.

What about Belgrade main station? Are there lockers, or a secured place for luggage storage?

Yes, there are lockers in Belgrade. Have a look here at photo number seven: https://rail.cc/de/belgrad/bahnhof-belgrad/l86
The lockers are beside the main building. Coming from the platforms, keep left.
In several bigger Eastern-European stations you will find lockers or often even left-luggage staffed with humans!! :)
