Hey dudes!
I got all my savings together for a big trip. Fearing that this will be my last chance in a long while due to my future financial situation I figured I'd go for my last chance to get a cheap Interrail youth pass. I'm afraid I got a little bit too excited, however. What do you guys think?

The schedule is clearly on the tight side, but I wouldn't mind a day (or two) less in Budapest in case I miss a train. I expect to return there at some point, unlike most of the other destinations. I have yet to buy an Interrail pass, but I suppose it would always be the cheaper option here. I have a budget of about 1700 euros. Do you think I should go for it, or rethink my route a little?
I also wondered if the Podgorica -> Belgrade train was currently possible? I think I read something about flood damage.

Well, I dont see much troubles on this route.
There should be around three or so buses Dubrovnik - Kotor (we took one in the opposite direction last year).
Due to the flood damages the trains on the Belgrad - Montenegro route currently run on a special schedule with just a single night train between Belgrad and Bar each day; last weekend a second train from Subotica to Bar should have started running but I have no confirmation; however there is no day train at the moment.
On the line through Veliko Tarnovo there is a bus replacement in operation as far as I know, you will have to enquire locally for details.
From Brasov to Budapest I would personally recommend to go with the Corona night train instead. :)

1700€ will be enough for a really high standard trip! :D
You can calulate with probably around 10-15€ for a dorm plus maybe 5-10€ for food per day and are settled...but it is always good to have a bit more money with you. :)
